The colleges, built prior to 1964, were originally established to educate African Americans, who for centuries were blocked from attending state schools.<\/p>\r\n<!-- \/wp:quote -->\r\n\r\n<!-- wp:paragraph -->\r\n<p id=\"CA3GYFCQTFCIDJKQITCV3MMQIY\" class=\"article__paragraph article__paragraph--left\">Experts say HBCUs are key to building strong, vibrant communities \u2013 and are economic drivers in many parts of the country. In Alabama, HBCUs\u00a0<a href=\"https:\/\/cdn.uncf.org\/wp-content\/uploads\/PDFs\/fy_2018_budget_fact_sheets\/HBCU_FactSht_Alabama_4-17F.pdf?_ga=2.124842250.1071094892.1679000108-755968827.1679000108\">have contributed more than a billion dollars<\/a> to the state\u2019s economy in recent years. In 2020, they produced about a quarter, or 3,581, of the state\u2019s 14,667 Black graduates, federal data shows.<\/p>\r\n<div id=\"inarticle-5\">\u00a0<\/div>\r\n<p id=\"DWMDLRFMERG7RHLI7N4O34T6EU\" class=\"article__paragraph article__paragraph--left\">For decades, though, the institutions have struggled to attract and retain students. Just in the past 10 years, enrollment has declined and tuition has risen faster at HBCUs than any other school, an\u00a0<a href=\"http:\/\/al.com\/\" target=\"_blank\" rel=\"noopener\">AL.com<\/a> analysis found.<\/p>\r\n<div id=\"inarticle-6\">\u00a0<\/div>\r\n<p id=\"WQRHPL6NXNH3PIBKJDZQQVS2PM\" class=\"article__paragraph article__paragraph--left\">But that could be changing.<\/p>\r\n<div id=\"inarticle-7\">\u00a0<\/div>\r\n<p id=\"OE2P5CYVJFBZHOX2YTHRURBGJE\" class=\"article__paragraph article__paragraph--left\"><b>After a long decline, HBCU enrollment is on the upswing<\/b><\/p>\r\n<div id=\"inarticle-8\">\u00a0<\/div>\r\n<p id=\"W33QVCSD4FG6HFQ326PBLUINKU\" class=\"article__paragraph article__paragraph--left\"><a href=\"http:\/\/al.com\/\" target=\"_blank\" rel=\"noopener\">AL.com<\/a> analyzed 10 years of tuition, funding and enrollment data from the National Center for Education Statistics, as well as the Alabama Commission on Higher Education and publicly available data on institution websites.<\/p>\r\n<div id=\"inarticle-9\">\u00a0<\/div>\r\n<p id=\"N2R55JS4VJAVJFPQGHGMPJHHHI\" class=\"article__paragraph article__paragraph--left\">Enrollment at Alabama\u2019s HBCUs has declined rapidly over the past decade, at a rate much higher than other institutions.<\/p>\r\n<div id=\"inarticle-10\">\u00a0<\/div>\r\n<p id=\"KU7J346D5ZBTZEN2SVYNZBLF6E\" class=\"article__paragraph article__paragraph--left\">While slightly more students are enrolling in Alabama\u2019s four-year colleges, four-year HBCUs saw a 16% decrease in enrollment since 2012-2013.
